The Russian government's draft medium-term socioeconomic program isproposing a complete changeover to financing the country's health service through health insurance.
The Health Ministry's collegium board has said this is acceptable in principle but is not practicable in the immediate future. The board adds that the period 1997-2000 should see a transition to health insurance-funded health care.
