‘Repeal and replace’ refuses to lie down and go to sleep, despite successive stakes to the heart.

The zombie-like legislative agenda has returned to the Congress via a bill, co-sponsored by Senators Lindsey Graham and Bill Cassidy, which would replace many of the key provisions in Barack Obama’s signature achievement with block grants for states.

In addition, the bill would call a stop to the expansion of Medicaid eligibility mandated by the Affordable Care Act, and place a budget cap on the public insurance scheme.
